Tie Down Technical Committee ReportBy Steve Schroeder, Chair After the excellent fall meeting in Washington, I am pleased to report that standard T-1 is near completion. We are currently at the point of Board reviews. Once approved by the Board of Directors there is a timely period for public comment. I am confident that this revision will be completed at the Spring meeting in Canada. The next courses of action will be the working review of standards T-3 (winches) and T-4 (webbing), Ralph Abato of Ancra and Ken Webb of Pacific Cargo have been assigned the preliminary examination of the winch standard. Henry Reyna of Safe-n-Secure U.S.A. and I are doing the initial dissection of the webbing standard. Much of our next committee meeting will focus on discussing T-3 and T-4. A topic that arose in DC was WSTDAs objection to FMSCA Reg. 393.104 (F.)(4) requiring truck straps to be placed inside rub rails on trailers when practicable. The ATA has passed a resolution requesting a change in the FMSCA regulation. We hope that the entire rub rail portion will be eliminated. In closing, I am sure that many of you know this will be my last meeting as Chairman. I want to thank all for their support over the last two years. The Committee has an extraordinary amount of talent and knowledge insuring we can look forward to many years of leading our industry.
