Securement Technical Committee
By
Ralph Abato, Chair
Karl Keisewitt has worked diligently over
the last several years as our Chair, and we thank him for his
efforts. Karl will now be working with International organizations to
insure we have a global view and
visibility. Loren Stolin has stepped up as Vice Chair, and we thank him
for taking on the task.
We have stepped up efforts to advertise and promote the new T-6 Load
binder standard since it came out last fall. You may notice
advertisements and new press releases in several publications now.
As part of our on-going effort to stay close to the enforcement side of
the industry, we had Luke Loy
from FMCSA attend our 2011 spring meeting in Sanibel. Luke was
instrumental in discussing the testing protocol and expectations as we
continue to press for tighter Out Of Service Criteria from CVSA. Luke
also will be a big proponent of our T-5 Standard, as he feels Interior
Van standards are a badly needed tool for the enforcement community.
During his presentation to the Load Securement Technical Committee at
the May meeting in Sanibel, Florida, Luke encouraged us to share the
FMCSA State Field Offices listing (link below). If your customers are
having issues with regulations or interpretations on inspections on the
road, this state-by-state listing might be a good starting point:

In Sanibel, the Committee also discussed supplemental chain tagging, as
there has been much discussion and confusion on this issue, especially
in Canada. There is not requirement for supplemental tagging, but in
Quebec, it is acceptable. This may cause problems with aftermarket
suppliers adding improper tagging. NACM is considering addressing this
further as to what may be acceptable.
Standards in process are T-1 with an addendum being evaluated by the
group, and T-5. There is much
work to still be done on T-5, and to that end, the standard has been
sectioned off and assigned to
small groups for review. A late July web conference was held to begin
the work, with follow-up web conferences scheduled through September,
and we should have some real progress for the 2011 fall meeting in
Baltimore.
Thanks to all for their efforts.
